MoreVery good points. However, from our experiences working with small towns there are many reason for your concerns. One is that if they do not have funding so they cannot play at the same level as urban centres. Often Urban centres receive 100's of times more funding. Also staffing, skills and time are also barriers to marketing and keeping things updated. Small towns have the will and want to be current but without support from Government that is an uphill climb.
